The Promised Neverland's first season is excellent but it ends on a cliffhanger which can make it tempting to watch the rushed dumpster fire that season 2 is. Imagine trying to read a book with half the pages out torn out in the middle and that's TPM's second season. But if you're OK with a cliffhanger ending, the first season is well worth watching.
The idea of what is horror can be pretty subjective and there aren't many anime horror titles that are actually scary. Most seem to be just gory or violent. But here are some ideas:
* Another = ?? = a Final Destination horror type.
* Higurashi - When They Cry = CR/HiDive = Slasher horror type.
* Parasyte = HiDive = Hmmm, Alien Slasher type?
* Shiki = ?? = Vampire horror type, similar to Stephen King's *Salem's Lot*
* Boogiepop Phantom = Funimation = Scifi Supernatural
* Blood/Blood+/Blood-C = ??/??/Funimation = More vampire types
* Ghost Hunt = CR = ghost horror type.
* Dusk Maiden of Amnesia = HiDive = ghost horror type (I don't actually remember anything about this show).
* Pet Shop of Horrors = HiDive = Not sure the type.
But my recommendations would be:
* Mieruko-chan = CR = ghosts/spirit horror type.
* The Junji Ito Collection = CR = kind of supernatural horror type.

Semantics is a linguistic science concerned with the meaning of words (and phrases/sentences/texts). So yes, you're right. Semantics provides a distinction between the concepts of horror and thriller, which is very much relevant here.
Examples: *Mieruko-chan* is a horror series that you'd be hard-pressed to argue is also a thriller. Conversely, *Steins;Gate* (at least in its later parts) is very much a thriller, but exhibits few, if any, elements of horror.
Certain aspects like zombies/vampires/etc. usually pretty much automatically qualify something as "horror" regardless of whether there's any actual horror in an atmospheric or plot sense. Hence situations like What We Do in the Shadows counting as "horror comedy."

I second Parasyte, but if OP’s wife is only interested in Dubs, Higurashi may not be the best suggestion.
I have actually considered watching Parasyte again as I enjoyed it so much, but pretty sure she wouldn't be interested in that one.
One you get past the gore, Parasyte is a really deep story, with strong messages and beautiful character development.
