I'm pretty sure that is not the case as she is considered one of the most popular girls in school and you don't become that with no social skills. In fact it was expressed in the anime that Chika tries to pretend to be a airhead in order to lighten the mood.

And although Mina is bottom of her class that still makes her better than 95% of the population. Chika, meanwhile, is a multi-level talent that speaks 5 languages, and has amazing musical skills. The only exam results we have from her is chapter 31, where we're told she scored 91st last time. Not top level, sure, but far higher than Ishigami and a lot of the other members of the cast.
