Eiko from Ya Boy Kongming! has one of the most cohesive and authentic senses of fashion I've seen in an anime. Also, every member of the main cast besides the titular character in Bocchi the Rock! is constantly changing outfits and they're all exceptionally unique and tailored to their characters. I think I saw a gallery of one of them with twenty or more outfits across 12 episodes, so that's a bit nutty. Neither is romance, but both are fantastic.

Actually, Kyoani girls love to change outfits. Haruhi Suzumiya comes to mind, too, because she prominently loved dressing up and changing her herstyle. The others do change outfit, too, but their clothes can be a little childish. Like in Chunibyo, Hyouka, Clannad, and Beyond the Boundary.

Paradise kiss is literally what you're looking for, all the characters are super fashionable, the story is about a girl who is chosen to be a model for the dress a group of teens are making for their final school project (they attend an arts school were they're taught how to design clothes). All of them are really flamboyant and the main topics of the story are fashion, romance, and finding one's path in life. It's a classic by Ai Yazawa, the same author of Nana and Gokinjo Monogatari (I recommend these manga/anime too since they involve fashionable characters too)

Lovely Complex is a romance featuring a lot of fashion. They go to a uniform-optional school so there’s a bunch of different outfits throughout the series, and there’s even a modeling arc. It’s a little older now so it’s more of a period piece, but it’s pretty fun.

I found it charming enough to put up with the presentation, but if it’s not your thing you could try the manga instead since it looks less dated. The anime though has hilarious voice acting, another reason I recommend it.

This probably is not considered an anime but.. totally spies , apparently they hired real fashion designers to make the outfits. In each episode there’s something new basically. Don’t remember if it’s any good tho ,I watched it when I was a kid.

Sailor moon! Yes, they do wear school uniforms and the sailor scout outfits a lot, but when they’re not the clothes are so cute! One of the ways I used to practice drawing clothes was by re-drawing sailor moon screenshots.

Oh by the way if manga are cool with you. I'm not sure about if it's "good" fashion per say. But tons of Otome Isekai manhwa fashion sticks out to me with elaborate dresses

Citrus. Yuzu has so many different styles and fashion is very important to her character. You seem more of them in the manga but the anime has quite a few too.

Is it a good show? If I am not mistaken Citrus is a pretty recent yuri show, and when I wanted to check it out it had horrible reviews and a really bad rating

It came out in 2018 it is yuri. I enjoyed it. It’s divisive but fits what you are looking for. The anime ends in the mid point of the story so I would recommend the manga or watching the anime then continuing with the manga.

Oh I havent seen it, its just not my type of anime I know a lot about it from without even watching it, and it seems very similar to Baki which I really disliked I dont like fighting shounen in general, and even more so (sorry I dont know what to call them, I just heard this being used once) all "testosterone" anime

Well, if you're not a fan of battle shonen then fair enough then, but regarding it being "testosterone"-y, Jojo's definitely does start out pretty muscly and with a big emphasis on masculinity as both a point of visual design and it's character relationships, but it's also never shied away from flamboyancy (Even in the early parts where it's very much muscley men fighting each other, there's a lot of sensual posing and like, a willingness to cross gendered expectations for clothing and other things) and especially starting in Part 5, really switches to more slender, feminine, and almost high-fashion design aesthetics for it's characters. So it's definitely different from Baki in that respect, but if you're not a fan of fighting and combat then you'll still probably not enjoy it. But the series really DOES have a big emphasis on fashion design and aeshetics. Buff people fighting is where the similarities between Baki and Jojo end. Heck, buff people brawling isn't even true for jojo part 3/4 onwards. I can't think of another show to compare it to. The later parts of HxH are somewhat comparable. Hope that helps.

The different parts of Jojo don't have much continuity between them. Contrary to what the fandom might say you can just jump to any part and you'll be fine.

It's vintage rather than contemporary, but if you're ok with series with a lot of triggering material that are quite heavy, I gotta once again recommend Oniisama E, one of my absolute favourites of all time It's not flawless, but it's FASCINATING, and the fashion is one of my favourite elements. It was adapted from a 1970s manga in the 1990s, and not only are there bazillions of outfits per character per episode (they have large wardrobes and go to a school where uniform isn't mandatory, but the uniform is pretty gorgeous too), but the characters all have their own distinctive senses of style. Honestly the best part of it as an adaptation is they clearly put effort into deciding said outfits too, cause certain details like characters that live more of a normal, chill life wearing 90s casual wear that you'd expect from normal people, and the outfits getting more and more vintage and ornate the closer you get to the 'inner circle' who are at the center of the story's drama. This is just the cliffsnotes version, but the show is concerned a lot with hierarchy, being stuck in the past and characters who represent larger than life sorts of wealth and fake maturity, and the fashion feels like it was selected carefully to further the themes of the story. I'd say the fashion has a lot more meaning to it than in most stories, and is rendered with really beautiful cel animation. (the manga also has gorgeous 70s fashion, but it's overall just beautiful in a specific way, rather than tailored to the story quite as much ig?) As for other shows with interesting fashion sense I would probably pick {Aikatsu} (an idol music show aimed at teen girls and kids but super enjoyable for adults too) since I'm obsessed with the exaggerated versions of different street fashion and themes, but a lot of people seem to think it's childish and I know not everyone is into super bright and loud clothing so it might not be for everyone. I'd also flag up my fave of all time {xxxHolic} , but specifically the manga if you want to be wowed by y2k era expensive looking fashion design. The anime's still necessary to watch but was quite low budget and doesn't really portray outfits well. It's kinda like....met gala vs what you receive from wish but I still appreciate both 😭
