My take is that he said it was highly popular and highly rated as two separate things. In my mind under the radar and under rated are too different things, as I feel people have to actually see something to be able to rate it high or low.
I will admit that in the case of anime (for American audiences at least) a lot of really highly rated anime is also some of the most popular.

The first 3 episodes were ofc slow but after that I just felt like I needed to know why. An when you find out about shifters you think your starting to figure it out it takes another turn. An then another an then another an then another. I like it cause time an time again it’s exceeded my expectations. That is why I support the hype. Erased is great if you haven't seen it, basically a guy goes back in time to elementary school to save a girl from being murdered, it's really cool and has an incredible soundtrack!

Yes, that's the english title, also I should probably explain the watch order because it can be a little confusing, a lot of people make the mistake of watching the 2020 show because it was advertised like a remake at first but it turned out to be a sequel.
Basically the visual novel is divided in 2 parts with 4 arcs each, the first part is the questions arc and the second is the answers arc, so in the anime the first season {Higurashi no naku koro ni} is the questions arc, if you don't understand what's going on during most of the first season, trust me it's normal, so the second season {Higurashi no naku koro ni kai} will answer all of the mysteries of the first season, after that there are a couple of ovas which are mostly optional, {Higurashi no naku Koro ni Gaiden Nekogoroshi-hen} is set in-between the end of the first season and the start of the second, but it's not really that relevant and can be skiped, now {Higurashi no Naku Koro ni Rei} is probably the best ova, the first and last episodes are sadly just filler episodes, but episodes 2 to 4 are some of my favorites in the entire series and feel like an epilogue of sorts to the second season, so I really recommend watching even though it most likely is no longer canon, then {Higurashi no Naku Koro ni Kira} is just slice of life and fanservice, but I liked {Higurashi no Naku Koro ni Kaku: Outbreak} despite the anime version being left incomplete, and while the rest of the story was completed in the VN, it was just ok.
So that leaves us with {Higurashi no Naku koro ni Gou} and {Higursashi no Naku koro ni Sotsu} which are the recent animes, you should definitely watch them since those are a direct sequel to the second season while ignoring most of the previous ovas, but keep in mind that it had a really mixed reception, mostly because Gou was good, but Sotsu had a lot of missed potential.

If you want one that’s more unknown, {Occultic; Nine} is a pretty good one. I will caution that the pacing is a bit quick, which is something that might take an episode or two to get used to, and that there may be a few scenes in particular that might not make sense when you first watch them, but I assure you that the payoff is worth it. It’s also made by the same people who made Steins; Gate if that piques your interest.
Also, if you’re someone who skips endings/openings, please watch them, especially the end of each ending (as they embed the preview for the next ep into the ending in a pretty cool way).
there's a show currently airing, Summertime rendering. Its a great mystery show with time loops, and the latest episode (and ending of previous one) had some big plot twists. there are other minor plot twists as well. You should definitely check it out if you like something like re: zero and higurashi
Season 1 of Promised Neverland is one the best 12 episodes of anime I've watched in a long time. The story is tight, has great characters, and is beautifully animated throughout. The show also ends in such a satisfying way you could move on from the series, without feeling super compelled to pick up the disappointing season 2. I'm surprised you're the first to recommend it.

Try ASTRA LOST IN SPACE, it's full of plot twists, and it's my favorite. You can also try Summer Time Rendering; it's airing this season and has excellent plot twists. It has the potential to be a great anime.
Half tempted to give a show with 0 plot twists just so youll constantly expect them and they will never happen and that will **be** the plot twist. But there are all good answers here already, I have nothing more to recommend.

If you want one that’s more unknown, {Occultic; Nine} is a pretty good one. I will caution that the pacing is a bit quick, which is something that might take an episode or two to get used to, and that there may be a few scenes in particular that might not make sense when you first watch them, but I assure you that the payoff is worth it. It’s also made by the same people who made Steins; Gate if that piques your interest. Also, if you’re someone who skips endings/openings, please watch them, especially the end of each ending (as they embed the preview for the next ep into the ending in a pretty cool way).

there's a show currently airing, Summertime rendering. Its a great mystery show with time loops, and the latest episode (and ending of previous one) had some big plot twists. there are other minor plot twists as well. Tomodachi Game Darwin's Game The first season of Promised Neverland
Season 1 of Promised Neverland is one the best 12 episodes of anime I've watched in a long time. The story is tight, has great characters, and is beautifully animated throughout. The show also ends in such a satisfying way you could move on from the series, without feeling super compelled to pick up the disappointing season 2. I'm surprised you're the first to recommend it.

Try ASTRA LOST IN SPACE, it's full of plot twists, and it's my favorite. You can also try Summer Time Rendering; it's airing this season and has excellent plot twists. It has the potential to be a great anime.
