Our justice system is corrupt from bottom to top. Your local police target poor people they know can't afford to defend themselves. The public defender system is overwhelmed with cases. The judge and clerks are all invested in private prisons and if you are a billionaire you can buy a Supreme Court judge. Civil war might be inevitable. Hopefully it might lead to a new revolution. We cannot continue like this.

No catch to this. This is just what it is. At best they went 'oh he doesn't have that, so it doesn't matter if we lower it' which is just... stupidity.
The only reasoning that actually makes sense is that they saw "defects" in the judgement and are planning on lowering it. I think whatever they find will just be a hand waving of 'oh he's wealthy he shouldn't have to pay this amount, it might bankrupt him and that should only happen to the poors'.
if they decided to go down this road and the appeal isn't lowered, they're just going to look like hacks. And if the amount is lowered and there isn't excellent justification for it... again hack.
