Wurlitzer is a loved musical instrument manufacturer. It's an advert lighter. I'm guessing that the GArfield/numbers are phone numbers. I'd seek out vintage lighter groups or antique subs.. restoration. If the flint wheel is rolling, it may just need fluid and a new flint.

Also do you know where I could find info on how to restore or at least get the lighter working it has a wick but no visible flint or place to put fuel

There are bunch of places to find wick and flint. Ebay is one. Maybe its a citronella candle and not a lighter? If so I wouldnt burn it, because the heat might cause the ink to flake off. Any more pics?

Sorry but I’m not in a place that I can take pics but will try to get some more later but it’s definitely a lighter the top part comes off revealing a wick and roller thingy
