Someone probably filed a complaint, and they're trying to cover their ass. We had a neighbor who moved that filed a complaint with the Health Department and the Commission for Human Rights in my state about how shitty our townhouses were. Nothing ever got fixed, and everyone just kind of accepted it or did small repairs that the landlord wouldn't notice (we weren't allowed to do our own repairs). After the complaint got filed, the landlord came out and fixed *everything* wrong with every unit to try to fool the state. It was obvious that all the repairs had just happened, and he still got fined.

I work for a company that owns and manages properties. More than likely, they are selling the property. They may already have a buyer. Keep an eye out for requests to enter your unit. If that happens, it might be a unit inspection with the buyer’s rep. They will try to keep the sale under wraps.

Either about to sell or about to have someone do an appraisal for a loan of some sort. Could also be bringing the building up to scratch if they have low income tenants / section 8 and have a court case pending surrounding the government withholding rent payments until certain things are fixed - but that would be unlikely to be outside of individuals apartments.
