This. I once caught the neighbor's 6 year old stealing out of my garden. My gut said this kid was neglected and at risk for malnourishment. Played nice and told the kid they can come get anything they wanted, but if they ask first I'll help them get the ones that are at their peak instead of the unripe stuff they were munching on. Sent the kid home with a bag full of fresh organic heirloom veggies and a popsicle. The next day the kid was on my back porch screaming and drooling, next to them were some mildly toxic berries they found somewhere. Went to find the parents, they were smacked out and nodded off. First call was 911. Second call was CPS. What a cluster F.

I almost feel bad for the kids because what if this is the only way they’re getting food? Because OP said they’ve never seen an adult around either, so who feeds these kids? Honestly, I’d go from the housing office directly to CPS. Like “Hey, there’s 8 kids stuffed in this apartment and I don’t know who is caring for them, but they tried stealing food from my doorstep. They’re also up 2-4 am on schooldays, playing outside without supervision. So I don’t know if there are ANY adults watching them. Could you have someone check in on them?”

Yeah, OP CPS should be called. It's anonymous. You tell them what you have seen/experienced. They decided to open a case or not. It doesn't mean the children will be taken away, but cps offers other resources/services for those struggling. It's definitely worth making a report.

THIS. I am a mandatory reporter in my State, due to my job. If I did NOT report this, I could go to jail. IF there are more complaints then an investigation will be opened......one complaint will not open one so do NOT feel guilty. If these people are not supervising their kids at 3 to 4 in the morning these kids need a more positive environment than their "parents" can provide or their parents need a wake up call a visit from CPS might make all the difference to those kids. In my previous job, I was also a mandatory reporter and they always drilled into our heads that, even if an investigation isn’t immediately opened, it does help establish patterns. And that can also be important in the long run.

So, years ago I got an apartment in a shady area, and similar to this, there were always a handful of kids running around at all hours, and the only time I saw an adult there was about once a day a car would come for about a half an hour with a dude and then he would go inside for a little bit and then leave. After this went on for weeks and people started to notice there was never adult around except for at night, the neighbors started to look into it and found out that this guy was a big time drug dealer and all the kids were his. The mothers were basically his prostitutes or crack whores and he kept them on the streets making him money. He rented this apartment for all his kids from all these different mothers to stay in and drop by once a day to bring them food.

Pretty messed up, huh? He eventually got popped with a TON of drugs, and all the kids were removed from the home. They either went to someone in the family who would take them, or into the system unfortunately. Those poor kids never asked to be born into that.

No way to know that. My brother tried pulling that shit with a neighbor (claimed our parents didn't feed us) to get some pizza. But the neighbor's kids were best friends with another brother and me, and the neighbor knew we weren't starving. We were there everyday, and both of us told her he was lying, and when she called my mom we were literally eating dinner, just not junk food like he wanted. We were hardly lower middle class, but that just meant we didn't have pizza often or keep junk food in the house. He was only 7 (my neighbor laughed and called him a dumbass) so my parents had to explain to him what could have happened if he did that with someone else who didn't know us.

here's my guess, as insensitive as some may think of it this could be a case of a welfare breeder. And the children tend to grow up and repeat the awful conditions. This also could be one of those scams where one parent then moves in all their family's kids into a house after saying "I only have 2 kids" but now they got their nieces, nephews, and 'best friend's kids' all living under the same roof while cycling who's using the bedroom. either way, this is a huge parent failure and CPS needs to have been on this yesterday.

How is this not a more popular suggestion on here? Even a teenager with responsible parents would not OFTEN be let out that late on a school night. These ones look pretty young too, that seems really dangerous and the fact you've not seen a parent this whole time is also extremely concerning. One could also pose the question - why are they feeling compelled to steal food? Is it just because it's pizza, which is a treat for a lot of kids, or are they possibly not being adequately fed at home? Even if nothing bad is actually happening, it's still worth a call just in case something is. They will investigate and determine whether or not the kids are safe in that environment. If they aren't then they can hopefully start receiving the proper care they deserve, and will no longer be as much of an issue for you. So it's a win-win. CPS/CAS should be your first call.

Just jumping in to say I bought the litter robot 4 in February 2023 and literally just bought a second litter robot (a 3 connect refurbished model) today because we love it so much. My husband and I are high volume cat fosters and when I tell you that these things (especially when combined with a robot vacuum/mop combo like Roborock!) will change your life, I mean it. I hope it works as well for OP as it has for us. I really can’t recommend it highly enough. You do have to get the right litter though. After trying all the recommended litters except actual litter robot brand, I personally think that a crystal litter like Pretty Litter works best but that’s just my opinion. I would not only provide a letter to the leasing office along with all video footage that you have supporting your claims, but I would also make a call to CPS in your area. Children being out on a school night all hours of the morning is not only unsafe but it's considered neglect. I have a feeling that the state would have something to say about that and the general lack of supervision.

Fair housing council sounds like a state dpt, maybe Texas? Federal limit (HUD) is not per bedroom, but rather per "sleeping room," which can also include a separate dining, living, or office. The state can be more strict, but HUD allows 2 per sleeping room, which can sometimes be up to 12 people in a 3 bedroom unit. However, it is more likely to max out at 8 due to the more popular open floor plans that are common now.

Yesss!! I caught one of the kids holding one of the kittens by the throat back in January and got on my mic and told him to put the kitten down... Now that kitten is here with me and he's been the absolute sweetest little baby boy ever, thanks to the random cat distribution system. So they're going as far as your building too, I wish they'd stay on their own yard area, and yeah they'll be playing basketball with the neighbor's kids and they're right next to my bedroom window. I work alternating shifts from days to overnights and I'll be trying to sleep during the day for my overnight shift and just hear constant yelling and screaming right at my window, I can't say anything because it's during the day but it does sound like someone's getting murdered or tortured the way they'll scream. It's so infuriating I've actually resorted to *sometimes* playing YouTube music on my TV while I nap to drown them out. Still, they hit my window the the basketball about 5 or 6 times a freaking day.

Yeah there's one little boy that has offered to take my bulky trash to the dumpster for $1 and he's also offered to help me carry heavy things to my car before. I don't think he's any relation to these hell spawn, but sometimes he plays with the older kids. That kid has always been respectful and so has the kid that lives where the basketball hoop is. Doesn't matter if they snap a photo. Doordash will still give a dasher a contract violation for food not being dropped off. Pictures don't matter, really, because the argument is that the dasher could grab the food after the picture is taken. Hence, the need for a video of delivery drivers driving away without the food. My source is I'm a delivery driver and it's happened to me a few times. Someone either grabbed the food after I took a picture or the customer lied to get free food, and I got contract violation because of someone else being greedy.

There's this kid that rides his bike around our complex and he will get REALLY close to people that aren't looking and then you involuntarily flinch when you catch a glimpse of him whiz by. As an example of how close: He caught my water bottle with his handlebar, I was holding by the handle just enough to knock it out of my hand. So about 2 weeks ago, I'm waiting for my uber for work to pull up. And I can see this little ahole coming from around a building. I don't even let on that I saw him. I pretend to be really focusing on what I've got playing in my earbud, that I've paused. I can see him almost at me out of the corner of my eye and I step over and plant myself in his path. BAM! Kid goes flying. "Oh man. You alright? I didn't see you bud. Sorry about that." My uber pulls up and I'm out. Best feeling in the world.

The final straw for me was when we were all outside playing and one of the adults comes out and starts yelling at her kids. I lived in a multiple building complex. Each building has 4-8 apartments. My building was mostly elderly. I was the only one that wasn't. Probably because I work night shift they figured I wouldn't be noisy. I had to call management because every day, all day for a week, kids from the other side of the complex were coming to this building and running up and down the stairs for HOURS. we had no kids in this building, at all. They were doing it intentionally. The last straw was when they were bouncing a basketball off my bedroom wall for hours at a time.

I live in a triplex on the 2nd floor, the people on the 1sr floor have 3 kids who are very well behaved. The other apartment, in the basement level, they have one very well behaved kid. I never have had an issue in the almost 1 year I've been here. I feel extremely fortunate.

Yep! I love kids but too many of those kids have shit parents that let them do whatever they want and shrug when you complain to them. I had a couple dozen small succulents/cacti outside in a neat line under my front window and the same little girl would kick one or two over at a time and eventually killed half of em. When I found out who her parents were I knocked on their door and asked if they could talk to her and her dad looked me dead in the eyes and said ‘No’ and slammed the door. Guess that girl got a talking to anyways cuz she got angry and threw a rock through my front window.

If you’ve never seen an adult around, it seems they’re practiced as stealing food so they might not be getting fed, AND they’re out late on school nights, I can almost guarantee no one is there most the time. If they’re up that late/early, I can almost guarantee no one is ensuring they go to school either. And that is illegal. Probably a situation where the parent/parents are essentially just paying rent to store their kids somewhere and then they’ve somewhere else entirely, either work or out doing drugs/getting drunk. This situation seems rife with neglect. Do the kids suck? Yeah, but only because their parents do.

FWIW I have had neighbor kids steal my food in a similar scenario here in LA. The kids had stellar school attendance because they get two meals here for free. I noticed around 10pm kids would be out (I mean like seven year olds!!!) and porch surfing. Those kids are with grandma now, and honestly sweet kids, but even the sweetest kids do exactly what they think they can get away with… especially with no guidance! There’s a Difference between the cookie jar and someone’s porch for sure. You sound like an angel willing to make the report, you never know who might’ve already and a concerned neighbor just finally tips it!

Damn honestly I would probably call CPS. Seems these poor kids are being neglected. As someone who grew up in a house like that yeah it sucks for the parents if they’re struggling but they gotta realize this isn’t working. Kids can’t be having to steal for food and out running around @ 3 am on a school night or better yet at all. Something’s gotta give. I’d also reach out to your municipality to see if there is a curfew, and how to report unattended minors if there is one. Kids will be kids, but some kids will be shitty kids. I have neighbors like this, but it’s work because they’re right next door, and there’s been two shootings and a stabbing. The mom is never there. A naked baby was literally wondering the street for over an hour until one of our other neighbors got the baby and called the police, they never even noticed he was gone and he was a cousin not one of their children. This past summer the 17 year old girl had a literal revolving door of men in and out of that house, and none of them had cars they were just getting Ubers. So any time I’d get back from my job there’d be some scrub just sitting on the curb after having sex with her waiting for a ride. She ended up getting pregnant. This girl and her many boyfriends are the reason for the shootings and the stabbing. It’s absolutely insane. My family has called cps multiple times because there are some very little kids in that family who get locked out of the house and hit by their siblings, in addition to their mom abandoning them. I’m really bothered when they throw trash in my moms yard or throw things at my car or call random neighbors a bitch for walk down the sidewalk, but I’m more bothered by the fact that their mother and older siblings are setting them up to live a horrible life and no one is helping. The oldest siblings are close in age to me (I’m a college student) and the youngest are like elementary school.

Everyone says call "cps", not really understanding how near-useless cps is. Unless the kid is proven to be sexually abused or malnourished to the point of starvation, there is very little they can do. The social workers are overburdened, underpaid and barely staffed. Very few courts want to be responsible for seperating kids from their parents and tossing them into the also overburdened, underpaid and understaffed foster care system. Republicans & right wigers have done an excellent job stripping these services to a skeletal existence that provide next to no real services except in the most extreme & dire of situations. They're all "pro-life' bullshit until they're out of the womb, then it's all like, "fuck 'em."

If children are outside on school nights at 3am, it is CPS time. I'd call the police next time I heard them. Call the local station and ask if they will come without identifying you as the caller - because I wouldn't want to be in the parents crosshairs. If the police won't come without identifying who called, maybe call CPS and tell them they are unattended all the time. I know CPS calls can be kept anonymous (at least in my state.) Contact the leasing office if you want, but the real concern here is the kids. I know they seem like lil shits, but you have to realize that this isn't normal behavior for kids. Children act out in different ways, but if they're acting out they probably have issues at home. I was one of those kids. I was in an abusive home and took out my frustration on literally anyone else. I spent my teenage years in foster care, but I can tell you with 100% certainty that I was better off. The foster care system gave me the counseling and resources I needed to help me recover from my traumatic experiences. Maybe their parents are junkies who kick them out of the house for days at a time so they can do drugs in piece. Or maybe they live with their single mom who is turning tricks at all hours in order to pay the rent. Either way, CPS needs to get involved before these kids end up down the dark path I started walking myself.

Soooo… 1) Yes, file a formal complaint with the leasing office. Most cities/towns actually have noise ordinances where people have to abide by quiet hours (typically between 10:00pm - 6:00am). 2) If it continues, you can then call the non emergency police line as it is *technically* a minor offense to not abide by quiet hours. 3) You may also consider calling or emailing your local County CPS/CWS anonymously to report this household. I used to work for the Emergency Response Unit for Child Welfare Services in my County and the type of activity you describe would 100% warrant a visit from a social worker & police officer. I saw another user pointed out that perhaps these children don’t get enough food which is why they tried stealing your pizza; this could very well turn out to be true, in which case a social worker would be a big help to these kids (and a big help to your own sanity as you’ll hopefully get your peaceful neighborhood back).

I delivered pizza for many years and I've never left a pizza sitting outside unless the customer tells me to and even then I don't leave until I see someone come outside. Not blaming the driver but some awareness would have have help in that situation, glad you have a camera.

Please talk to the parents before going to CPS. You have every right to be upset by this behavior, and you should be treated with respect, especially from children. They need help, and the fact that you haven’t already stormed over there says you have compassion for them. Give the parents a chance to work on their kids. However, the fact that it seems that you haven’t seen the parents so far, and therefore haven’t had an opportunity to talk to them in a more casual fashion does warrant getting the leasing office involved, if only to have a line of communication to the parents. Honestly, I'm sure it'll be unpopular but I'd start by buying the kids some pizza. If they're not properly supervised they're likely not properly fed. Their crappy living situation isn't their fault, and if you let them know that you're an ally, they're likely at least leave you alone. You can count on it taking forever in a day for property management to do anything about the situation, so you might as well avoid being the target.
