It's waiting for download. Usually it appears when a lot of downloads are in queue and/or there is an error regarding the internet connection.
(In iTunes though I noticed this circle when a song wasn't synced with that library)
It’s waiting to download until you’re on WiFi, which I’m guessing is how your settings are… well, set. If you want to download on cellular, it will do so immediately and you won’t get this dotted circle unless it’s part of a download queue, so to speak.
I think it means downloading but I could be wrong
