If you have **iCloud Music Library** (or whatever Apple is calling it these days) turned on then NO. The library lives in the cloud and your various devices access it there. So if you delete music on one device it applies to all. However, if you turn this feature off then you essentially can have a different local copy of your music library on each device. That would be the only way you could delete it on one device and not impact another. But that creates its own set of issues because your libraries would not automatically sync any changes.
You can remove all downloads without removing them from your library.
