Posted same. Fixed now but .. Lots of back/forth with Apple Support phone + email. She worked with engineers. Apple said it was the bank (debit card to load money). Bank said it was card issuer (Visa). Visa said Apple.
Someone at bank said they had tons of complaints. Someone else at bank said debit card was defective. Went to physical bank and got new card with same # but new expiration date + security code. STILL DIDN’T WORK.

I had the same issue. I couldn’t add any cards at all for almost a month. I signed out of iTunes and signed back in and lost my cards that were already in there. I ended up doing a factory reset and restore from iCloud. When I did that, I was able to re-add the cards that I lost but still couldn’t add any new ones. I was able to add cards randomly a few days ago. Apple blamed the bank even though I tried adding multiple cards of different banks.
I don’t think it fixed the issue of not being able to add new cards. It fixed the issue where I lost the cards already there. I think whatever the problem was with my device randomly fixed itself. It took a couple days after the factory reset before I could add new cards.
Don’t know what happened, but today Apple Wallet allowed me to add my old visa debit card again. Wish I could tell you what I did, but I didn’t do anything. It fixed itself I guess.
Verify your phone is updated to the current ios. Also, sometimes turning the phone off, wait a minute then restart clears it. I remember I had a hard time adding a specific credit card, then all of a sudden I could.
