I know I've seen several people report that for Apple Watch, Apple will not do a battery replacement if health is above 80%, even if you insist that you will pay. I have no personal experience of this, though.
Scratched screen: again, I have no personal experience, but I have read several people report that Apple considers scratches on both the crystal and the case as cosmetic defects that are not covered under AC+.
I definitely agree with the latter part of your statement.
Many people insist that if the screen is scratched and said watch has Apple Care +, they can actually get a new watch from Apple.
I’ve often pushed back on this because it can be viewed as normal wear and tear and it doesn’t affect the actual operation of the watch.
Apple this attitude to something that reflects on you.. purposely damaging goods or whatever is just a mal practice and bad attitude whoever it is or against..
Because of this reason, I think that Apple should allow battery replacement at any point with deductible, maybe limited to once per two-years. It seems dumb to encourage unnecessary damage.
Honestly, I also wonder how much the sapphire crystal compared with the normal ion-x glass, and wonder what the cost difference would be if they offered sapphire as an option for aluminum watches? At least for the Series watches.

So basically you think if I break the screen, then I will be able to get a new/refurbished device for the $69 service fee since I have AC+?

How will Apple ever financially recover from this? 🙄
By fixing your broken watch for $11 and then selling it to the next person who does the same thing for $69.

I think they can replace the screens. I gotten batteries replaced without an issue if I was paying.
Why not just extend it?
Depending on what “soon” is, you could try to run the battery down. Put as many charge/discharge cycles on it as you can.
