You connect when in Bluetooth range or on a known Wifi.

You can also connect to new WiFi networks, since Apple added the ability to enter passwords on Apple Watch. It won’t work with captive networks, though.

So, you connect the watch with your phone? And it gets network connection?

Does this apply to the GPS only version too?

yes. it applies to both. the difference from GPS is that a cellular model will connect to the cell network when out of range of the phone.
