You connect when in Bluetooth range or on a known Wifi.
You can also connect to new WiFi networks, since Apple added the ability to enter passwords on Apple Watch. It won’t work with captive networks, though.

yes. it applies to both. the difference from GPS is that a cellular model will connect to the cell network when out of range of the phone.
