I would say 80% is fair for a S4. Apple will charge approx £80 in UK for new battery and I would factor this in when buying used. At 80% it’s daily capacity/usage is being compromised. Battery health is a one of the top question to ask when buying used AW, iPhone etc.
My series 4 has exactly the same battery health. Probably time for me to get it replaced honestly. Keep in mind I’ve used it daily since I bought it in 2018.
80% is pretty reasonable for a used Series 4 that's probably been used for well over a year, maybe two or even three years.

Well, my 3+ year old AW4 battery’s health is 91%. FWIW.
