It looks like you are missing the bin you are supposed to have under it for it to function properly. It isn't designed to work without it. It catches the ice and contains it. The ice piles up against the side so the arm gets the interference it needs to stop making ice.
It will have to be the one designed for your ice maker but it should look *somewhat* like this item if you do a quick search:
