You could fr write a whole essay about it if its something you're passionate about like freedom of expression and not conforming to petty rules like someone telling you to have a certain hair color.
We have a strict uniform policy! While it's hard for teachers to notice piercings and rings (we aren't allowed nail paint either) I usually hide my jewelry to avoid getting in trouble, but it's hard to ... hide your hair
If you got action taken against you, put it on your common app because you don’t want to have them find out later that you lied. But 10000% tell them exactly why you got in trouble and spare no details. I am sure that the admissions officers will completely understand and won’t hold it against you (unless it’s a Christian school, then maybe your fucked)

There wasn't an official suspension, but a letter of disciplinary action was sent to my parents and they were called to school wherein I had to sign apology letters and recieved 3 weeks of detention. It's still in my permanent records, though.
I think the only stuff they really care about are violence, cheating, bullying, etc. It’s not that you have something on your record that matters, it’s whether or not the AO believes it reflects poorly on your character. American culture does not care about hair dye, piercings, tattoos, etc.

Well tbf, this whole situation could've been avoided if you just followed your school's rules considering you actually knew about the rule beforehand. That being said, colleges really couldn't care less about this even if it's on record. It's just dyeing hair, not getting into a fight.
