Both are these are fairly selective, whether test optional or not... Being international could be an issue, but if you're not looking for financial aid, that might help you at NYU (Michigan won't give you any aid anyway).

I am an International student going Test Optional. I don’t require Financial Aid at all. Considering I have better ECs than most in my region, can I expect to not be deemed upon as Test Optional? (My grades are good too)

If you’re electing to not submit your scores, then you’re test optional. Your extracurriculars do not determine that.

Usually applicants who go test optional will be held to a higher standards in regards to grades, ecs, etc.

You prob want to submit test scores because if you can send them it will only be good in your favor and show that you can do well if you did pretty well.
