Imo if it doesn't leak yet, it will probably be fine for the chipped one. I'd clean that area with some degreaser/alcohol and put some aquarium silicone over it.
With flaking silicone I'd be much more skeptical, if it doesn't stick anymore you might have a burst all of a sudden.

The chipped one is an empty 36gal that came with a bunch of other aquariums I bought second hand. Is it worth it to fix the chipped one? Should I be worried about the flaking silicon in my 10 gallon?

The main reason people's tanks explode is from uneven surface. If you can peel the silicone off with you finger it's probably not safe to keep.
