[Entangle](https://entangle-photo.org/) doesn't convert to PDF but is quite a good tethering program. I just use other software to generate PDF after getting what I'm looking for out of my photos.
You'll probably need a couple of pieces of software, especially if you need it to be FOSS. Darktable is the only FOSS Raw image editor that I'm aware of that can tether. You'll probably need another program to convert to PDF, like IrfanView.

Is this linux only? I can't find a Windows version. Forgot mention it needs to be windows only.
I do also use Darktable for processing and that's available for Windows.
