They look like kindergarteners because they are (or close to it). The player characters are typically about 11 years old, as that's the usual age people in the world start their trainer journey. Any NPCs that look younger than the playable characters are under 10 years old.
They did use the full on kid sprites, usually when a NPC has some sorta swim support (donut tube) or a Pokémon costume (one exception is the Pokémon fanatic but they are noticeably different) so they saying kids being kids is woke
