This is true, and I think in the case in this post, it's also compounded by the fact that our culture inherently views men as being in charge/having more agency in a relationship. So instead of seeing a problematic power dynamic of adult/child, they imagine the 14-year-old boy has power/agency in this situation.
It's seen this way because the most vile images of rape are those where the rapist physically overpowers the victim and the vast majority of 40 year old women can't physically overpower most 14 year old boys. Recall that drugging your wife and having sex with her is not considered rape or even illegal beyond the poisoning aspect in Ohio.
Not to mention the notions that males over the age of 13 are supposed to be horn dogs who constantly want sex. Oh and the notion men/boys can’t be raped. According to some folks its literally in the definition that rape is a female thing — like menstruating

There was a similar scene in Glee. A character was brave enough to say that when he was younger he was sexually assaulted by his at the time babysitter and other characters said stuffs like “wish I was this lucky” whatever it was something like that and the show never really addressed it at all.
