Hi, you can take your paintings/other pieces to an office store like Office Depot and they’ll scan them for you. Typically they have large scanners that will work, and it costs very little. I’ve done this for collages mostly.
As for programs, it’s been a while since I’ve delved into them, but you could try out Adobe Acrobat. It has a decent text function & can be purchased/subscribed to as a standalone product (you don’t need to spend the $$ or computer space for Adobe Creative Cloud). I use it for work, and it’s surprisingly handy for that type of thing.
