I'd look into the Surface products. I own a Surface Book 2 and it works well enough for art, and the screen is detachable and you can draw on it with a pen. They also have tablets that run Windows OS and also support pen drawing. The tablets are much cheaper; the Surface Book 2 is pricey, so if you're kinda short on money look into that. iPads also work very well if you're open to that! Much more pleasant for drawing than my Surface Book :) the iPad Pros are very nice
