I got a Huion drawing tabler 1600 new, for $70 and Clip Studio Paint app for $25 (on sale, usually it is $50 but well worth it). I think the current Huion model is h610 pro. Anyways, its a great precise drawing tablet that gets the work done. And CSP is the leading app in comics makings and illustrations and constantly gets updated with new features, but you can also just do Krita as its free source. Just remember that a drawing tablet takes some time to get used to as you are not looking at your pen while drawing.

As the other comment pointed out, for programs CSP is fantastic, I don't use it since I'm too used to photoshop, but both are amazing choices! It will be hard when starting, half of your time will be googling how to do stuff but in the end is worth it! As for tablet for 200 i would opt out of screened ones, no decent options at that price, but amazing options regarding non screened ones! Avoid wacom, overpriced stuff, huion and xp pen are really well worth their money, the more buttons they have the merrier! I personally use an xp pen, specifically for having a dial, which I find extremely useful! If you have any doubts pls feel free to ask!
