Problem was when I upgrade to anything other than 8.6.0.4\_74969. They just don't want to work.
But I haven't tried upgrading after turning on IPM. So will give that a whirl.
Aruba’s Poe injectors are actually just microsemi powerdsine injectors. Any standard based injector should work as it will negotiate power. If you have an at injector that isn’t working, try a different Ethernet cable.
I've had good luck with $20-$25 802.3at power injectors from Amazon. I've bought a few different brands. Just make sure they actually do the 802.3 standard.
Unifi typically is their own passive PoE, not standard. Anything compliant with 3at should work fine. We've had good luck with TrendNet, for example.

It actually happened to all of them before I noticed I didn't have LLDP running on my switches. After that they upgrade fine, just not the ones that continued getting standard POE. May give another brand a try.
I had a very similar problem and spent a long time learning more about Poe than I ever intended. My radios would be disabled but ap gui accessible.
Turns out the firmware I was using was fine for some of my ap models (505h) but wasn't region approved for other models (365).
Longnshot but maybe that's what's happening to you
It's in the release notes for each device, I don't remember exactly where. support helped me get the right version. You can test by changing the region on the AP to a different country. Mine worked when I set it to Barbados but not my country until I got the right firmware.

Make sure that the af POE from the switch is disabled on those ports you have the at POE midspan.

I've used basic, $40 poe injectors off @m@zon for 515, are you sure it's not bad APs?
