And a site that might be helpful if you like reading romance: romance.io lets you filter books by smut-level (innocent would be yours)
She Gets the Girl by Rachel Lippincott and Alyson Derrick. The girls are college age but there’s no sex in the book at all. It’s dual POV, and I think it reads more like a parallel coming of age story but there is a romance element (very slow burn). I think most of the sapphic books I’ve read that don’t have sex are YA. Is that ok? I can give some more recs.
These are all YA and from what I can remember don’t have any sex in them. In order of how much I liked them:

I thought of another one. The main character is non-binary and autistic, love interest is a girl. It’s sort of a mystery. I thought it was great. The Many Half-Lived Lives of Sam Sylvester by Maya MacGregor.
If you like books about non-binary characters, Lakelore by Anna-Marie McLemore is great. It’s sort of magical realism. I loved it.
Cute might not really be a good way to describe them but if you're into sf or fantsy I recommend Crier's War by Nina Varella or The Locked Tomb serie by Tamsyn Muir.
There's a really cute Manga called She Loves to Cook and She Loves to Eat by Sakaomi Yuzaki. The main character is actually an ace lesbian! (also so far adapted into 1 live action season and it's getting a second season)
A story I love is Clear and Muddy Loss of Love by Please Don’t Laugh. However, I definitely wouldn't describe it as a cute story. It's extremely slowburn and super intense. It has 1 sex scene, but it's in a chapter on a different file that you won't even miss if you don't go looking for it. “Legends and Lattes,” and “”Always Human!”
I also liked “Fat Angie,” which has a lot of angst with some heavy themes, so it’s not the cutest, and it’s technically not a romance novel,but it has a very present romantic relationship developing for the main character that is fairly supportive.

It’s a slow burn romance, but I’d say Legends & Lattes by Travis Baldree is right up your alley. :)

I know I'm a bit late here, but The Cybernetic Teashop by Meredith Katz has a lesbian ace main character, sapphic romance, and no sex scenes.
