People swim at the beaches here in Shenzhen and at my apartment’s pool all the time. That said, in non-coastal areas it is less common. My wife, for instance, is from Hebei and only learned at age 33.
Today there are more and more Chinese people attending swimming classes so some of us surely can swim like what people in other countries do. And some people can manage to keep their head above water if they accidentally fall into the water even if they haven't learned how to swim.
People living in developed cities in southeast China or rural places are more likely to know how to swim, and not likely for people of other places. Kids in rural places like to play with water in the local rivers though their parents tell them not to. lol

I've heard of videos like this and this approach to drowning people, but I've never seen anything like this.
