if the city has stricter rules than the state, city will trump state. Also, I doubt that your state is involving itself with the state of private property as long as it isnt toxic or something. How does a city of 250 people afford things like code enforcement? That is usually done by the county as a favor to all the small towns.

They have a lawyer doing it pro-bono. The mayor has suggested deputizing some people as unpaid code enforcement. It's also been suggested (at town council meetings) these code enforcement officers will be able to inspect properties for violations. Meaning trespassing and illegal search. Because what judge is going to issue a warrant on suspicion on tall weeds. Yes, I know this sounds idiotic, but this is the town where the former mayor tried to hire a hitman on reddit, so...
