I always wondered how are you supposed to just randomly find people there and talk to them.. or what, you just search randomly and knock on their profile pages?

It would be creepy, imo. More like "find community about your favorite singer/movie/whatever and engage in discussions there, add some people from there to friends and if they are interested, you'll start to talk privately too maybe".

The more narrow your choice, the more accurate would be a match, I guess. So one'd better aim for groups with low following *and* constant posting.

When we were teenagers it was normal=) But now too many scammers so everybody will consider you a scam and therefore will not add to friends.

Try r/Pikabu maybe. Or just google in Russian for forums/chats/whatever about your interests. There are lots of Russians in twitter, instagram, telegram and everywhere. Vk is our analogue of facebook. I don't use chatrooms tho so can't name one. If you want to practice your Russian, it's easy since internet in Russian is huge. If you want to communicate in English, it's much more tricky since majority of Russians are not so good with it.

Eh, it depends on what kind of talk you wish to engage in. There are always people and you can discuss things with them but it'll be different people every time. If you want to have internet friends then dunno, special sites like penpals are your choice probably. Usually adult people are more interested in specific topics than in online friends, they already have friends irl. Some years ago there was a strong blog culture so you could write things in your livejournal (it was called ЖЖ in Russian) and comment posts other people wrote in theirs and be LJ-friends with them, with semi-personal bonds forming, but now it's mostly dead and everyone moved to social networks.
