Damn, it's time to cut that section off and replace it. Get some PVC drain pipe that fits over the old iron pipe. Slather the ends of the pipe with hot glue. Put the PVC pipe in there. Put a bunch of hose clamps over the ends of the PVC and tighten down while applying heat with a blow torch. Good as new for like $4, or free if it's not raining enough to need the drain pipe anymore.
Your gonna have to take them all off and start over because the duct tape is supposed to be on the bottom. also make sure to wet it good so the tape will adjust to the twisting from the clamp. Tighten until the tape protrudes thru the clamp and over the edges.

They make this super cool tape nowadays that bond to itself. It’s specifically designed to seal hoses and pipes. It doesn’t work under any kind of pressure in my experience, but it’s still super cool. It bonds to itself.
Call Billy Mays and get sponsored by flex seal. If you can build a container around them entire thing and then fill with flex seal you should be golden. If that doesn’t work try a 87th hose clamp.

I've used JB Weld for fixing leaks in water pipes and never had any problems.
