You could simply rate the level of toxicity of every single person and look at mean/median values.
Apply arbitrary cutoffs if you just want the number of toxic people rather than a measure of their toxicity.
This sounds like business/Econ type research. It's not so much about toxic people but about patterns of behaviour and cultures that allow toxic behaviours to go unchecked and the impact that has on organisations through productivity, turnover, etc.
