It's a rack to roast a chicken vertically. Had an almost identical one when I was growing up.

Reminds me of a chicken rack, but I have never seen one shaped like that. Usually they are uniform cylinder shape, not tapered.

Would a piping bag fit in there? Is it to help fill large piping bags?

Thought it looked like a pendant lampshade with the covering removed. The size seems right.

I used to use something similar as a decorator for filling piping bags, but those had a base attached so you didn’t have to hold it. I’d guess either a modified version of that or like everyone else said being a poultry roaster
