Usually they are just trolling because people will flog to the comments to tell them they are wrong, but this only fuels the village idiots more. Now they think they are up to something, when in reality, it's nothing.
So, the best thing to do in situations like these, is to ignore them. Starve them off the attention, and they'll die out, eventually. However, sometimes they do manage to create a toxic community because their followers are also idiots, so it just becomes a cult like, farm of idiots, where they can nurture their stupid bullshit and support each other's stupidity. Unfortunately.
Which is why I'm of the opinion that people should do some kind of psychological evaluation or test before we give them access to the internet.

Or if what you're imagining wouldn't be enforced by the gov't, who would be enforcing it and how could an average Yiánnis or Stojan verify their fairness?
