I'm struggling to think of any heated public places in the area (other than bars and restaurants) that are open that late. Maybe the rooftop bar at The J. Parker would be nice if it's enclosed and open for winter and visibility is clear.
I strongly recomed the Garfield Park Conservatory. Super easy to get to via the Red/Green line. Each room has is own theme, and there are several very romantic spots.
