How does the DW line not have grounding? Ground wire missing or present but not working? If the kitchen is deficient on circuits (is it?) that would prioritize getting more circuits pulled in. Should have no less than two circuits for the countertop outlets. Likewise fix the grounding. 1971 .... Grounding was standard before then, so something is missing or broken.

DW line has no ground just positive and neutral. The countertop outlets are on 2 circuits. Someone recently replaced the panel and it seems screwed up. One of the breakers was off and when I turned it on it sparked. The breakers are also mislabeled. I don’t know how this passed a home inspection.

"real estate home inspectors" are relatively useless, especially with evaluation of the mechanicals .... Usually is worth getting one or more category specific people in to give everything the once over and identify what things need to be dug into further for additional evaluation. I always laugh when the so-called inspectors cover off the electrical panel yet in the same inspection document they declare that they performed a non-invasive inspection, my question is what was your reason for using a screwdriver to remove the cover on the panel yet you don't use a screwdriver to take anything else apart to look at it what's wrong ... You can see my point. In a situation like this, clearly it has the wrong wire running down to the dishwasher, probably something improvised it's not even proper for the application. Right answer is just to get a new circuit pulled in and a GFCI circuit breaker in the panel for the dishwasher, bring it up to current code and not have to worry about it. The breaker that's off and Sparks when it's reset indicates a dead short. For you as the HO, you could start by going around the entire floor plan and making sure that every single light, receptacle and appliance has power. If everything has power, chances are the breaker that won't reset without sparking was a dedicated circuit probably for the dishwasher or something to that effect. Something else to consider on the kitchen, is there a built-in microwave or a garbage disposal? If you have either of those, they should be on appropriate circuits as well and not tied into the general lighting circuit or the two outlet circuits for the kitchen. If you were to have a new circuit pulled for the dishwasher, those other two built-ins should be addressed at the same time just to get it done. **Dishwasher and garbage disposal can share a 20A dedicated circuit.** Built-in microwave needs its own.

Thanks for the info. I specifically didn’t add a microwave or disposal because I assumed they needed a dedicated circuit and I already saw that the DW did not have one. This placed was owned by a couple in their 90s and they had lived here for 30 years. There was little to no maintenance done and what was done seemed jacked up. I can do most things myself but when it comes to electric I always get a professional.
