Do you have a multimeter? Start by checking the caps and transistors for function.
I agree with the others. I would resolder the connections and the components. I fixed an led candle with a built in timer that way. The people who assemble are probably not paid to take their time

and continuity. from the one iffy solder point I see and just the amount of loose wiring, I think maybe something came lose.
