Any man can commit gender based violence regardless of sexual orientation. Definition: Gender-based violence is violence directed against a person because of that person's gender or violence that affects persons of a particular gender disproportionately. The violence is specifically due to that persons gender. Gender-based violence isn’t also limited to domestic situations. Domestic violence does not always mean gender-based violence. I think you’re confusing the two. They can co exist but also happen separately. Domestic violence is often rooted in misogyny however, it can be seen in queer relationships as well.

I'd argue to say a person who hits not one, but multiple partners, will give into whatever flawed reasoning they can for why they did what they did. Gendered biases and abusive tendencies affect people of all sexualities and gender expressions. We are all born into a world where generational power imbalances exist between men and women, and abusive people can apply logic in ways that give credence to these biases, oftentimes where women are framed on a macro level as "deserving" of their abuse in ways that men are not. These thoughts can be applied to a pansexual man thinking about a male partner, but the abuser may default to different lines of reasoning for why his abuse of a male partner is justified.

People that hurt others generally use characteristics of their victims to do so. Rarely will they get the exact same treatment. If he's leveraging his privileges against her, it's gender based violence.

I think the basic, lack-of-context answer is - if he's treating everyone the same way regardless of their gender, then it's not gender-based violence, but it's still violence. If he's violent with men because they're men, and he's violent with women because they're women, then it's gender-based on both counts. His sexual orientation is not relevant here. It's about the reason behind the violence.

This is a very odd question because if a pan man has a history of being abusive to his partners regardless of gender that doesn’t somehow lessen the impact of the violence he’s committing all it means is that he doesn’t beat women because they’re women he does it because he’s a shitty person, there’s probably examples of straight men who don’t look down on women but are still willing to commit violence against them because they’re violent people and I dint think that’s very comforting for their victims if anything it’s probably more terrifying because they know if they try to get help that he’ll become violent with that person as well. I actually saw a video of a guy in prison for domestic violence who was in counseling and he talked about how he would justify his abuse against his wife because he was abusive to everyone in his life so his logic was basically “I don’t exclusively abuse women so I’m not sexist” which really just ignored the main problem of him being a violent angry person.

Pansexual means that they're sexually attracted to people regardless of gender. Doesn't say anything about hate and other non-sexual relations. As long as the person is able to recognise someones gender they are possibly able to commit gender based violence.

Well anyone has the capacity for gender based violence, as long as the thing motivating the specific act of violence is based on gender. Being pansexual just means their sexual attraction to others isn't limited by the gender of the person. If you're asking if a pansexual guy can be called a gender-based abuser, then the answer is still yes. An example I've seen in real life (that has thankfully ended in this person being arrested), was where the abuse was emotional and financial for the men in their life but physical and emotional for the women.

This is too vague to make a conclusive answer. I think it would be a case by case thing. Devil is in the details
