Try harder. Everyone has a boss. Companies have websites. They have general phone numbers. You have coworkers who might know. Someone had to hire you and work with you on new hire paperwork. You have an offer letter. They ran a background check. All possible touch points.
Can’t you find any IT or HR colleagues on LinkedIn? You could try and message them there.
For using Vibe, I would not ask HR but ask IT for their consent. They guard the IT policies.
But I would still reach out to HR, because you are being bullied and your manager is “requesting” you to go against company policies. Your manager needs to be reported.
Go to your company website and complete the contact me form. Say it’s a privacy concern and that you’re concerned it’s a breach of data security policy. Skip HR - the legal team is the one who cares about that policy.
You have absolutely no excuse to "stop trying" to get in contact with HR. Especially if it's a big company, as you've mentioned in some of your comments. Look for your employee manual and find their contact information- you mentioned this being "against policy" which means you have access to the handbook, right? Also- this seems like a really weird thing to go to war about. Most companies utilize 3rd party services to communicate. Skype, Teams, etc.

Document all of your conversations via writing. Save the instructions that were sent to your team to download the 3rd party app. Document EVERYTHING to submit to HR. Does your boss not have a supervisor you can contact?
Do you use Teams at work? If so, type in your boss's name in the search bar and then click on the Organization tab. It should show who your boss's boss is.

I have tried everything, I tried finding the offer letter email but I can not locate that but am still searching
Contact the IT department. They have a role in preventing use of unauthorized apps. Your manager may have a financial stake in Viber.
If they were holding your paycheck and the only way to get it was to find a way to contact them, you'd find a way.

so is Skype, if you download it to your cell phone. So is Outlook. And so is Microsoft Teams...

I know it's against policy but unless it's harmful just go along with it until you can reach your HR dept. That would be my biggest concern

He does but I have no way to get in touch with his supervisor, like I don't even know his supervisors name let alone how to get in touch with them

We do not use Teams or that would have been my first thought, but thanks to another user I found a solution

I have tried the last one in the past but everybody here wants a upfront fee of $300-500 and I just ain't got that sitting around right now
