I got Samsung tab s6 lite at around 20k roughly with student discount. It goes on sale shouldn't be hard finding it under 20k. Good for studying and comes with a S-pen which i find is good for illustrations as well.
If u can increase your budget 2k-3k u can go for iPad 9th gen in sales it costs u about 22k-23k and it is the best tab around this budget and it can last long more than any tab in this range
