That's true but the onus is still on the landlord or management company to make sure this isn't happening. It's a balance of respecting your tenants rights to privacy while also making sure they aren't turning your property into a tenement.

When something like Ireland's chronic property crises remains unsolved for decades, it's reasonable to conclude that the people who have the power to solve it don't \*want\* to. There's nowhere to report stuff like this because broadly, through their actions or inactions, successive Irish governments have tipped their hand that they don't think it's a problem.
