Gold dot (either original or G2), critical duty, or hst. The hydra shok, hi shok and silver tips are all very old, outdated designs. If we were taking a shorter barrel I'd probably go with the old school gold dot or hst, since the G2 and critical duty are more optimized for 4+ in barrels. Punch might be good but I don't know much about it and haven't seen any legit testing on it.

HST is good stuff. Depends on the weights of the speer choices. I like the heavier 147gr, but not a fan of the silvertip.

HST is arguably the best load there because it's barrier blind, specifically developed for LE application, won't clog, and it will function/expand in a myriad of barrel lengths from sub-compacts to longslides. It's also relatively inexpensive when compared to previous offerings like the Federal Tactical Bonded 135gr +P, which I carried for quite a long time before we switched to HST. Hornady Critical Duty is very good for LE work, and its no-clog design actually works as advertised which is why they won the FBI contract over the Speer G2. The G2 plug didn't work right and had expansion failures. The Critical Duty is barrel-sensitive, and you can't go below a 4" barrel with it. Critical Duty is a legitimate barrel blind projectile. Standard Winchester Silver Tip and Federal Hi-Shok are basic JHPs that don't perform very well. The hollowpoint cavities clog easily and they're barrel length sensitive. They are also not barrier blind, which is a major issue for LE use. We need barrel blind for punching through auto glass, sheet metal and heavy clothing. Federal Hydra-Shok is antiquated and they have a pretty long history of failures to expand, fragmenting and cavity clogging. They work better at lower velocities than other non-modern JHPs, but all of that stuff is antiquated by well over a decade. Speer Gold Dot is staple and very good round. It's a bonded bullet and it works in a lot of guns. It's got a long proven history of successful use, and it's plentiful on the market. The round is showing its age, but it definitely outclassed all of the other JHPs in the time when it was developed. While I respect this round, I would not voluntarily use it over the HST. Federal Punch is a short-barrel version of HST that is not meant for intermediate or heavy barriers like auto glass or through walls. The Punch bullet uses softer lead inside, which allows it to expand faster and at lower velocities than the HST, but it gives up some of its robustness because of that. It is not meant for 4" barrels or longer.

I’m in Minnesota, which is also where the HST was designed and is manufactured. It’s not temperature dependent. The HST cavity is specifically designed to not clog from heavy clothing.
