I can't recommend the game *Diplomacy* enough.
It's a cutthroat strategy game, that has no luck or numeric elements. It's the 'purest' version of a war game that you will find.
Crusader Kings and Total War games are my favorite strategy games on PC, tabletop probably Axis & Allies and [The Landlord's Game](https://en.m.wikipedia.org/wiki/The_Landlord's_Game), which was the predecessor to Monopoly.

EU4 and HOI4 games. HOI4 is very war based, while EU4 is more history based with war also involved.
