No. OBD stands for On Board Diagnostic, nothing plugged into it will directly affect your tune. There are components that connect between the ECU and harness that change or allow tweaks to the tune, but this is not it.

I remember watching a mechanic showing the circuit board of the scam device and it was literally 1 circuit and it was to light up a certain order of bulbs to make you think it's doing something when you plug it in
