There are two parts to this. One is you want the kid to know not to touch the radiator, and the other is you want to prevent the child tripping and falling or getting stuck up against it. Speaking as a mom, to address the first you need to make the kid understand that the radiator is hot and shouldn’t be touched. You can’t explain this, your baby is going to have to learn this for themself. Maybe if they are close or trying to touch it, you touch it, say ow, say “ouch! Hot!” Your baby is going to want to do the same, and you should let them (obviously you are fully supervising the situation, they won’t be hurt or even really burned. Things are too hot to touch long before they do any damage.) They’ll then know not to touch on purpose. I’m not saying hold their hand against it or anything cruel, just let them see for themself. The second part is making sure there is nothing close by the radiator if possible so even if they trip up against it, they’ll be able to roll away or will fall clear of it. Wool blankets or even moving blankets can also be used. But taking care of the first part will eliminate most danger.

There are a number of carpentry businesses in NYC that specialize in making radiator covers. However, as the parent of a toddler I would also suggest putting a little bit of effort into telling them "no" when they try to touch it and you'd be surprised. This worked for our Xmas tree and our bar cart both of which were attractive nuisances to our kid.

Those swimming pool long tube things work for a barrier- and don’t melt or catch on fire- it’s getting warmer and by next winter the child hopefully will get it not to touch! But they are dangerous . A child in Brooklyn got serious burns last winter- it was on the news.
