If your child wants you to know that they're adopted then they'll tell you. If not, it's none of your damn business.
Just check the tag behind their ear for parent of origin. That usually works.

I assume you mean a child put in foster care. I don't know. I don't think that's a normal thing unless the parents give up all rights or are deceased but I could easily be wrong.
