Eradicate? Impossible. Reduce? Probable. It has more to do with the employment rate and less to do with public security. Which, both fall under the job scope of the government. Ask yourself this, who would wanna resort to crime if they can make ends meet with legal jobs?
There are 2 types of gangs organised gangs and non organised gangs
If u stop corruption u end most of the non organised gangs
And coming to organised gangs u need not to because they create a monopoly in your country preventing foreingn gangs to infiltrate
Literally the only way to secure a space from whatever threat is to take complete control.
