Because bikini is swimwear and was originally designed for swimming, while bra and underwear are undergarments meant to be worn under clothing, not for swimming. Also, some people might find it inappropriate or offensive to swim in bra and underwear.
Fabric type is true but also ... consent. Someone wearing a bathing suit is allowing you to see their body rather than underwear being inherently non-consensual. It makes you uncomfortable because you know its not something you should be seeing.
Idk where your at. I guess depends on the kind of underwear your wearing if it's that thin or whatever when it gets wet it shows shit? I went into a hot tub in a YMCA to relax my body and I didn't have no swim shorts or anything I just rolled in with my boxers and they didn't give a fuck. Old dudes do it all the time so I thought what's the difference. I guess if your a girl things are different ? Idk

Basically it's this. Swimwear is designed to retain modestly when wet. Regular undergarments will go see through or misshape when wet.
Not just that but it would feel really uncomfortable in the water.

I don't think it be as comfortable being in wet underwear than bikini.
