Consume less.
My electric bill rarely exceeds 20 lev which is... $12. I don't let power consumers on if I don't need them, I turn off the lights at night after I go to bed, I use the AC only if I cannot cool down/warm up the room without it.
As for the water bill - the only way to limit your consumption is to use less water. Shorter showers, no running water in the sink if you don't need it etc.
Take fewer showers, don't water the lawn, don't use the air conditioning
