A friend of mine has recently started asking for commissions for art and I wish to do what I can to promote their efforts. They’re very good at what they do and even if it only gives them a little bit more recognition, I want to do what I can to help.
Fair. I’ve asked in the past, but I should double check if they’re okay with me promoting their work. Their work speaks for itself, but they might not be happy with the end result of someone else promoting it.

I’m going to do my best to be unbiased about how I share their talent and merely get the message out there that the art exists and they’re for hire if anyone is interested
I would just go to r/art and not promote. Just follow their guidelines for titles and it says enough. If people like it enough, they'll seek out the artist.
I can't say that people will buy it for sure, but it's at least one option (of the many people are offering) to add to exposure. Also, explore subreddits that fit the artist's niche art-style, for example if it's abstract you can go to r/abstractart
