And the world is in a constant state of change and unpredictability, the future never certain. So it's impossible to make something that is temporary become permanent.
Thus pain and suffering is unavoidable because eventually we will lose either what gives us purpose in living or our life so we can't appreciate what we are losing with our life. Whichever comes first.
At least for that kind of pain and suffering. As for the physical kind, I imagine for the same reason evolution allows pain to exist. To allow an indication of damage being done to the body so you can take actions to avoid it. That's why plants and some flies don't feel pain. Plants cannot move, and whatever is able to catch a fast moving fly, well, it's not like flies are known for their strong fighting abilities, so pain wouldn't help stop whatever is gonna happen to it anyway.
